The Study Of Our State Educational Loans System

Our state educational loans system was raised under thecircumstance of charging system reform and enrollment expansionof colleges , which promoted and supported the reform and thedevelopment of higher education effectively ,meanwhile , offeredthe students from poor families more opportunities to go tocolleges. Take Hunan for an example : from the latter half yearof 2000 to the end of November 2004, the state educational loansin Hunan Province had offered a total of 182 million yuan to 29632students in 30 colleges . State educational loans system wouldnot only offer the students from poor families more opportunitiesof higher education but also open up new markets, expand newbusiness and improve the image for banks, so it is a good projectwhich benefits the country and the people. But there are stillmany problems implementing it. How to improve the existing systemof state educational loans and reduce the occurrence of bad loans,is a problem to solve. The article is mainly guided by Westerneconomics, education economics, system economics and otherknowledge on economic theory, with the application of literatureanalysis, comparative analysis, and qualitative analysis. Thefollowing text is divided into five parts :Part â…  : Introduction. Introduce the purpose and significance of the study, and provide an overview of existing study of educational loans .Part â…¡ : Point out the meaning of the state educational loans system and analyze the reasons and the significance of theestablishment of state educational loans.Part III : Summarize the development of our state educational loans system..Part IV : Point out the problem of our existing educational loans system, for example, the system of individual credibility hasn' t been set up yet, people are not positive to grant-aided loan form the banks, institutions of higher learning are lack of intifative awareness. Studens have limited capability of repaying the loans and can' t do that on time, relevant laws in terms of credit loan are not improved.Part V: Give suggestion on how to improve our state educational loans system..Its conclusions are : our national state educational loans system has gone through a gradual evolution of the development process, the State educational loans system has made some achievement during these years, but at the same time is also facing many problems, we can solve these problems from the aspects of the government, banks, schools, students who make a loan. Improve our state educational loans system through the establishment and improvement of personal credit system , starting the state educational loan in the area of borrowers, making the law and the regulation on state educational loans.
