Evaluation Of The Governmental Action In The Development Of Non-state-owed Economy

In 21^st century, China which has associated with the world economy is facing new developing opportunities. So is the Chinese non-state-owed economy. Predictably, as the coming of the advanced reforms in economic structure, the main source of economic growth in the future will be the non-state-owed economy. Whether the government can clear the blockage and improve the environment and service for the non-state-owed economy's developing and strengthening or not, and whether the non-state-owed economy can positively enhance their own synthesis competition strength or not, will relate to the stable growth and development of Chinese economy. Therefore, it is essential to do a positive research of the difficulties which will be faced by the non-state-owed economy during its developing, and find the resolution and countermeasure to obtain the economic growth and solve some actual domestic economic problems. The Chinese non-state-owed economies, as standing in different areas, have great difference in their starting, developing, questioning and tendencies, etc.. This paper will analyze some main common problems made by the government existing in the present developing of our country's non-state-owed economy and find the countermeasure and solution for the further development of the non-state-owed economy.This paper structurally has four parts:Introduction: It mainly has analyzed the origin and research value of this topic, the correlated reference overview of the research, the research methods, the writings' structure and the innovate points.Part I: the defining and theory expatiating of correlated problems. It has defined the basic meanings of the interrelated conceptions, such as "the non-state-owed economy", "the governmental action". It also has introduced the developing present of our country's non-state-owed economy, and the main patterns that foreign governments manage their minor enterprise, here including three types of representational government intervention and influence.Part II: the analysis of the problems coming from our governmental actions about our country's non-state-owed economy developing at present and their reasons. This partis one of the main parts of this paper. It has analyzed the problems about market access to the investment, the financing of the non-state-owed economy and the guarantee of their rights and interests, and the correlated influential elements.Part III: the analysis of the countermeasure about our governmental actions to enhance the development of our country's non-state-owed economy. This part is not only the key content but also the purpose of this paper. It has stated six aspects to improve our governmental actions about the development of our country's non-state-owed economy: changing the thoughts to build up a beneficial public opinion environment for the development of non-state-owed economy;treating fairly to promote the development of non-state-owed economy;optimizing the arrangement of the government mechanism, mobilizing the private chamber of commerce's enthusiasm, and making full use of intermediary organizations;shifting the government functions to enhance the efficiency of their service;strengthening the legality building and regulating the governmental actions;vigorously implementing electronic government affairs;generally improving the qualifications of the officials to reinforce the service functions of the government about the development of non-state-owed economy.The theoretical creativities of this thesis can be present as following: The analysis of treating fairly to promote the development of non-state-owed economy are described with the real feature of non-state-owed enterprise and national completing environment from the aspects of softening the managing terms, regulating the capital collecting system, strengthening financial supporting. The countermeasures of the government to promote the non-state-owed economy are discussed from the aspects of optimizing the arrangement of the government mechanism, building the regulating medium organization system, and making full use of these organizations.
