The Functions Of Local Government In Promoting The Modernization Of Agriculture Research

For a long time,agriculture provides people with basic living materials,raw materials for industry,labor and market for other departments,agriculture is an industry that bears a bearing on the national economy and social development.The basic position and function of agriculture decide that the primary task of developing the national economy is to solve the agricultural problems,the problem of agriculture has always been highly valued by the government of our country,through the central government to formulate policies,provide material support,support agricultural development,local governments to actively cooperate and implement,China's agricultural development has made great achievements.However,China's rural areas still have many diseases such as large population of peasants,low productivity and the improvement of peasantsliving standards.In recent years,with the increasing pressure of international competition in agriculture,and promote the integration of urban and rural,agriculture is facing serious structural contradiction,changes in the supply-demand relationship and the lack of high-quality,green agricultural products and other new problems,the only way which must be passed to solve agricultural problems is to realize the modernization of agriculture.The natural weakness of agriculture determines the necessity of government to support agricultural production,appropriate government support can promote the development of agricultural modernization.The questions existing in our country agriculture reflects the local government in the agricultural management philosophy and management level is still very backward,the existence of local government function range,management level,and the administrative departments fuzzy,these functions is not conducive to the realization of agricultural modernization.Scholars at home and abroad have done sufficient theoretical research on government functions,and how to apply these theories to the realization of agricultural modernization has become the key to the transformation of local government functions.With the implementation of the“13th Five-Year” plan,agricultural supply side structural reform has become the focus of agricultural reform,after years of development,China's agricultural production has formed a good basis for the central and local governments in promoting the development of agriculture also accumulated some experience,which provides the basic guarantee for the future of China's agricultural modernization.In this case,how to realize the function transformation of the government in promoting the development of agricultural modernization has becomean important research topic,therefore,this paper uses the literature research method,through collection,identification and collation of documents,formed a scientific understanding of the functions of local government and agricultural modernization,and summarized the achievements and constraints of agricultural development in China,as well as the achievements and problems of the government to promote the development of agricultural modernization,and analyzed the reasons for the poor effect of the local government in promoting the modernization of agriculture;by means of comparative study,through comparing the different ways of realizing agricultural modernization development by foreign governments,this paper sums up the experience which is worth using by our country for reference;in the standard analysis method,the local government should establish service government value judgment,the local government of our country should play a positive role in promoting the functions of management in agriculture and rural,and ultimately the formation of China's local government to promote the idea of change in agricultural modernization is.On this basis,the local governments through the reconstruction of agricultural and rural development policy system for agricultural modernization put enough resources,promote the agricultural market,organization and quality standardization,build new rural social management,promote urbanization,accelerate agriculture science and technology innovation and utilization and other measures to promote agricultural modernization.
