Today, knowledge economy develops swiftly. Human resource becomes the chiefresource increasingly when the enterprise gets the competitive advantage. The seniormanagers are the main part of enterprises, the center and valuable human resource, and theissue that this part of people run off also becomes one of the major problems that puzzle a lotof enterprises increasingly.Therefore, it is important for the enterprises to clear how to encourage talents and therestraining mechanism in order to attract and reserve the excellent senior administrators andfor China to the national industry.After China joins WTO, the competition for the talent will become fiercer. These makepeople pay attention to the talent run-off more.First, this paper has discussed the meaning of s run-off in senior administrator of theenterprise, have elaborated research the theoretical foundation the run-off in the senioradministrator, such as the entrusting-agent theory, two factor theory of Hertz, fair theory,psychological contract theory and the human capital theory.Then that this paper has analyzed the present situation of the run-off of the senioradministrator in domestic and international enterprise, as well as the loss that causes forenterprise. Based on this, this paper has analyzed the major factor that influences to run offfrom external environmental factor, business management as well as the senior administrator.Then the present situation that this paper has analyzed the current domestic andinternational enterprise administrator of the senior level to run off, as well as the loss thatcauses for enterprise. Based on this, this paper has analyzed the major factor that influencesthe enterprise the senior administrator to run off from external environmental factor, businessmanagement as well as the senior executives. Moreover, this paper referred to the advancedexperience of America, England and Japan.In the aspect of restraining mechanism, this paper suggests establishing rational salarysystem, cultivating advanced enterprise culture, framing highly effective career managementsystem. On the aspect of restraining mechanism,this paper has referred to the success ofAmerica, Britain and Japan, and propose the methods of establishing restraining mechanismin China.
