Reform Probe Of Medical Security System In Urban China

In recent years, Chinese government's health reform project had focused on buildingthe essential health insurance system for employees in urban area. Though we hadadvanced in this field, there were still some problems. The significance of probing in thefield is very important.Based on the literature review, from the view of demanders, the paper analyses thewillingness-to-join and willingness-to-pay on the health insurance system and factualsituation;from the view of providers, the paper compares and concludes the operationalmodels in our country. Adopting dynamics analysis methods, the research discussedemerging problems and causes in the procedure of the reform, and international experienceabout the reform.In the first section, the paper briefly introduces the concept and fundamental theoriesin the field of health insurance. Moreover, based on these theories, the paper discusses thecharacteristic and function of the health insurance system.In the second section, the paper reviews the process of reform on the social healthinsurance system in P. R. China. Surveying the review, we analyses the causes of emergingproblems in the reform in our country, especially in the urban area.In the third section, the paper compares and analyses some representative systems inthe other countries. From the experience, we summarize much meaningful reference to ourcountry.Finally, and in the final section, the paper proposes the solving strategies on the healthinsurance system in the urban area for our government. The paper gives some theoretic andpractical advices for supplementing present health insurance system.These strategies mainly cover following fields: macrostructure;legislation;financingand fund management;service management;community health insurance system;propaganda and its function of intendance and prophylactic system. These strategies can bothonly add new thoughts in the theoretic field and be used to provide reference for our government'sdecision-making.
