The Mechanism And Measures For Adjustment Of Land Use Structure In The Fringe Area Of Changchun City

The city fringe area is the main space for extensive urbanization and the land usestructure in the fringe area is in the dynamic change process. The research objectives of thispaper are to reveal the process, characteristics and laws of change in the land use structure inthe fringe area of Changchun City, explore the driving mechanism for driving the change inthe land use structure and forecast the land use optimization and adjustment means at a certainstage in the future. In the analytic study, such research methods are used as the zoningevolution analysis, subsystem composition structure analysis, quantitative proportion structureanalysis and space distribution structure analysis, special territory composition analysis,quantitative and qualitative analysis and correlation analyses. The dissipative structure theoryis used to explain the systematical and dynamical development ability of the fringe area, theterritorial division of labor to explain the main characteristics of the land use structure, theindustrial economics to study the driving mechanism for the conversion of land use structure,the land ecology theory to explain ecologibility and ecological design, the benefit distributionin requisition of land to explain the relations between people, and between people and land inthe conversion of land use structure, the viewpoint of farmland protection to explain therestrictability of the conversion of land use structure, the thought of "five unified plannings"to explain the direction of rationalization of the conversion of land use structure, and the cityplanning and land management methods to explain the adjustability of the conversion of landuse structure. The main research achievements are the pattern and main characteristics of landuse structure, summary of the regularity of change in land use structure and the results ofanalysis of the driving mechanism in the conversion of land use structure at different stagesfrom 1996 to 2004 in Changchun City;and the results of forecast of the change trend in landuse structure by 2010. Finally, the paper arrives at conclusions that the conversion of land usestructure depends on the change in the industrial structure and investment structure, theoperation of land use structure complies with the law of motion of the economic territorialsystem and the optimization goal of land use structure can be achieved by means of effectiveadjustment.
