Land is the material basis of human survival and social development, but also sustains thehuman production activity. However, with the continuous development of economic society,population scale and the upgrading of industrial structure, the demand for land is increasing,compared with the limited resources supply, the land supply-demand contradiction is intensified.At the same time, the deterioration of ecological environment, land degradation and other issuesalso accompanied, severely restricting the sustainable development of economy, society andecology, how to break the area constraint and maximize the utility of land resources to promotethe healthy economic growth has become a hot issue. Under this condition, promoting the rationalutilization of resources, the land structure optimization and the land intensive use, has become themost effective way to relieve the human-land conflict and adapt to the development ofurbanization. Land use structure optimization is through the rational adjustment of land usemanner and structure to realize the simultaneous optimization of economic, social and ecologicalbenefits.This article mainly studies the urban construction land in Changchun city, including thepopulation bearing capacity and construction land scale prediction, the analysis of industrialstructure and the land intensively utilizing appraise. Based on the above, various restrainconditions of land planning are obtained, then establish a multi-objective programming modelwith the economic, social and ecological benefits as objective functions and solve the model withcomputer. Analyze the advantages and disadvantages of various optimization schemes, and finallywe can obtain the optimal solution of urban construction land structure, providing an effectivereference for controlling the urban land scale, determining the urban growth boundary and urban master planning. Main conclusions are as follows:(1) By analyzing the utilization of water resources in the past years, it’s clear that the waterresources is the bottleneck factor of carrying capacity in Changchun city. Through the RegressionAnalysis, the GM (1,1) model and the quota method, the following conclusions are obtained: by2020, the population carrying capacity of water resources in Changchun city is375.50million andthe urban construction land scale is413.05km2.(2) With the nation and Jilin Province as reference respectively, this article uses theShift-Share Analysis Method to analyze the industrial structure and16processing and servicesectors of Changchun, and finally draws the Shift-Share analysis chart. Through the efficiency andcompetitiveness analysis of industrial structure, the conclusion can be drawn that the secondaryindustry with industry as the mainstay of Changchun has certain advantages in China, and amongthe16processing and service industrial sectors, the dominant industries mainly include the leasingand business services, the financial industry, the transport, storage and postal services, thescientific research, technical service and geological prospecting industry, the wholesale retail tradeas well as the cultural, sports and entertainment industry.(3) With the urban built-up area for the assessment scope, construct different assess indexsystems of land intensive use and calculate the intensive degree, results show that the level ofurban land use in Changchun is relatively high. Through the obstacle degree index, we candiagnose the main obstacle factors of each land: the population density and the building density ofresidential land, the infrastructure complete degree and the commercial land price level ofcommercial land, the comprehensive plot ratio and the intensity of investment in fixed assets ofindustrial land, the comprehensive plot ratio and the number of students per unit area of educationland.(4) By solving the multi-objective linear programming model, three schemes under the targetof economic, social and ecological benefits are respectively obtained. Through the comparativeanalysis we can get an optimal solution which conforms to the requirements of the planning andcould meet the future demand for land of Changchun city: by2020, the total size of urbanconstruction land in Changchun city is413.05km2, including105.14km2of residential land,33.04km2of public management-services land,36.34km2of commercial and service facility land,123.92km2of industrial land,11.58km2of logistics storage land,45.06km2of transportation facilities land,12.97km2of public utility land,45km2of green land, which can realize themaximum economic benefits as7864.06billion yuan.
