The existing problems of countries such as resources have been overdeveloped, environment been polluted severely, low using rate of resources, narrow extension of science-technology and shortage of infrastructure etc. are heavily influenced the sustainable development of country. 21 century is a century of knowledge-economy and economic globalization, the inter-inference between economy and environment has been deeper and deeper, global resources shortage, environment pollution and ecology deterioration has become a common problems of human being. More and more countries has taken ecology safety as basic stratagem of national security, seeking harmony development between economic-society and population, resources and environment has become a accord action of the world. Therefore, we should erect scientific development, enhancing sustainable development, constructing a harmony civilized society. So, rural area as a main battlefield of ecology construction, should quicken develop ecology-economy. This paper combines theories discussion and mode analysis, qualitative analysis and quantitative analysis, using overall investigation of Ningbo counties, from ecology-economy angle, giving a thought and mode of how to develop rural area' s ecology-economy.This paper have six chapters, fist chapter is introduction, explains research background, questions' giving, research objects, content and research meaning and research methods. Second chapter is the realistic conditions of Ningbo country to develop ecology-economy, mainly analyzes the basic situation, development history, advantages and disadvantages of Ningbo country. The third chapter is the mode design of Ningbo country to develop ecology-economy, analyzes the modes of domestic and oversea, divides function zones of Ningbo country ecology-economy reasonably, gives some principles which should followed. The fourth chapter is case analysis, gives demonstration analysis to Tengtou village which develop ecology economy and Siming forest park which develop forest tourism. The fifth chapter is the safeguard measures of Ningbo country to develop ecology-economy, gives some measures, such as enhancing publicity, perfecting policy and law, enlarging financing channels, extending advanced science technology, regarding environment renovation, etc. toimprove country' s ecology-economy development. So, this paper provides a direction of country to develop Ecological Economy, helping improve the country' s ecological environment and enhance farmer' s living quality, having the practical meaning of fulfill the goals that mentioned in the 16~th NCCPC, that is: enhance the sustainable develop ability constantly, improve the ecological environment, advance the resources using rate markedly, increase the harmonious between human and nature, drive whole society to step on a civilized development road that is developed-economy, wealthy-living, well-off ecology.
