On How To Hold Well The Pass Of Examination And Approval For The Foreign-funded Projects

On the basis of a brief introduction of FDI attraction in Chengdu, this dissertation points out that it is both an emphasis and difficult in the examination and approval for foreign investment to examine feasibility reports of those foreign-funded projects. The existing problem is that feasibility reports are made in a rough way and that examination and approval in the competent authorities is careless with a phenomenon that any feasibility report can be approved no matter how poorly it is made. Such careless would not only directly lead to distortion of data from examination and approval and to influencing the image of governments, but bring a loss to the enterprises for the unqualified projects also and further cause a great waste of social resources. As an examiner and starting from the theories concerning management, the author of this dissertation tries to break through the difficult in the feasibility reports and to really understand them so as to hold well the pass of examination and approval of the projects.Main achievements in this dissertation:1. In-depth understanding of the purposes and methods of feasibility research. Through analyzing the case of establishment of Sichuan Parknshop Super Market Co. Ltd, it is further and better understood the items as the key contents of feasibility reports for the foreign-invested projects in commerce field such as the way of collecting basic data for market forecast, the accuracy of estimation of income, investment and cost as well as the way of collecting basic parameters and confirming indices. Then, the conclusion on Sichuan Parknshop Supermarket Project is made.2. Pointing out the typical problems in foreign investment in the field ofcommerce. The lag of planning of commercial nets causes no bases available for the spot-deciding of projects, which then bring difficult for examination and approval for the competent authorities and hidden trouble for the normal running and orderly competition of the projects. The author hopes the research results on commerce planning would be helpful for the establishment of Commerce Nets Development and Planning in Chengdu. Meanwhile, this dissertation also hopes to explore the success secret of the establishment and operation and supermarket projects and by means of this to provide references for the domestic commercial retailers.3.
