Research On The Examination And Approval Management Of Fixed Assets Investment Projects In Jianggan District Of Hangzhou

Fixed assets investment is one of the main driving forces of economic growth,its size,layout and project rationality directly affect the healthy and stable development of the regional economy.The examination and approval management of the fixed assets investment project is one of the important economic functions of the local government.This thesis focuses on the examination and approval management issues of the fixed assets investment project of Jianggan district government in Hangzhou.On the basis of combing the current situation of related theories in domestic and foreign,the fixed assets investment concept and the classification,the scope of application,the classification and procedure of project examination and approval management,follow the research logic of finding problems,analyzing problems,and solving problems,through questionnaires,in-depth interviews and reading a lot of literature about the current situation of the Jianggan district government's examination and approval management of fixed assets investment projects,to analyze the problems and the causes of its existence.Its outstanding problems include:Examination and approval process is not scientific and reasonable,the phenomenon of exceeding budgetary estimate and adjustment is serious,project quality needs to be improved,information sharing is not timely,project supervision is not in place,etc.In this paper,the above problems are analyzed and summarized through theoretical and empirical analysis and learning from advanced experiences and etc.Put forward countermeasures and policy recommendations from the aspects of improving the management system,changing the government functions,adjusting the scope and manner of management,strengthening supervision,improving the evaluation system and incentive system and etc.
