Total Cost Management (TCM) of HaiTong Company is a kind of cost management involving the tatal staff, the tatal process, the tatal links and tatal directions of the company. At present,all the facts including the position and role of cost in market economy。 the establishment of modern enterprises institutions in now calling the TCM。TCM of HT is superior to traditional cost management, its most important characteristic lies in its advanced guiding principles,which are summed up as six fundamental theory categories, Cost attitude, Cost efficiencyince, Cost reduction, Cost avoidance, Total life cyclecost contral and cost driver。The focus of this paper is on the problem the question "How it should be done".
