Along with the growth of macro economy getting slow,the down pressure of Chinese real estate market getting worse,national real estate enterprises walk into a survive and ice age.Expected in the next five years,there are 60% of real estate enterprises would be dead.To establish a developed,efficient cost management system,promoting enterprise cost competitiveness,is the inevitable choice of most enterprises have to face under the new situation.This paper emphasizes the importance of project cost control in the development of real estate projects from the perspective of risk,analyzes the problems and unreasonable phenomena in the cost control of the first phase of Xingguo project with the example of Xingguo project of company a,and introduces the whole cost management system of the project to analyze the cost control of the second phase of Xingguo project of company A.First of all,this paper summarizes and analyzes the research background,significance and research status at home and abroad of risk analysis and cost control of real estate development projects,briefly introduces the relevant basic theory of project total management cost control,and analyzes the current situation and existing problems of real estate project management in China.Secondly,taking the Xingguo project of a real estate development company as an example,through collecting the empirical data of Xingguo project cost control,establishing a model for analysis,combining the Delphi factor analysis method with the 4M1 E management method,analyzing the main factors affecting the uncontrolled cost of Xingguo project,and proposing to introduce the whole process management system of the project to control the cost of Xingguo phase II project.In the early planning stage of Xingguo phase II,we should establish the target cost based on the customer sensitive concerns,find out the sub items with the highest customer sensitivity to add the cost,improve the premium of the product,and formulate the quota design standard to ensure the control of the target cost.In the implementation stage of the project,WBS is used to disassemble the target cost,and earned value method is used to monitor the dynamic cost of the sub items of the target cost,and PDCA method is used to correct the out of control sub items to ensure the realization of the expected cost target.Finally,this paper puts forward the implementation ideas and guarantee measures of the project total cost management system,and analyzes the cost control effect of the project total cost system introduced into Xingguo phase II project,to verify its reliability and practicability.In a word,by introducing the whole cost management system of the project and strengthening the means of risk management of Xingguo project of company a,the process and guarantee measures of "whole cost management","whole staff cost management" and "whole process cost management" are put forward to effectively reduce the development cost of Xingguo project of company a and improve the competitive advantage.It is proved that the establishment of the whole cost management system is practical,accurate and operable,which provides a set of benchmarking cost control methods for the project development of the enterprise and even the whole real estate industry,and promotes the standardization and efficiency of the cost management of the real estate development project.
