Hi-Tech is promoting the development of human society and making enormous changes to the world, which makes the value assessment of new high-tech enterprise begin to present great meaning. But because of it's special characteristics, we can't use traditional value assessment methods to assess it. Therefore, the existing value assessment theory of high-tech enterprise remains to be improved.This article started with analyzing the characteristic of high-tech enterprises, then made introduction and evaluation of several popular value assessment methods of high-tech enterprise. Since the value of new high-tech enterprise lies in the technological innovation, the Technology Determine Method was putting forth on the basis of cash flow discounting method. This theory focused more on the earning capacity of high-tech enterprise's intangible assets, but less confined to the book value of traditional financial statement subjects.In order to prove the validity of this new Technology Determine Method, YISHENG biological Science Technologies Co., Ltd, a listing company on GEM of Hong Kong was taken as an example. The result turned out to be in accordance with the market trend basically.
