Strategy of "Building a Powerful Nation by Qualified Person" is one of significant and pressing tasks for our party and nation. With China's entry into WTO and the increasing demand for qualified person from foreign enterprises, Chinese state-owned enterprises will be confronted with the shortage of qualified person. So it is of theoretical and practical significance to study the turnover of qualified person and their retention.This paper tries to give a comprehensive analysis of the turnover of qualified person in state-owned enterprises , in order to better the task of keeping the qualified person in state-owned enterprises.This paper is divided into five parts. In the first part, the author makes the research significance and structure.The second part definitions for qualified person are also included in the chapter. The flow of qualified person can be divided into flow-in, flow-out, and internal flow in an enterprise. The voluntary suffer loss if qualified person flow out of it.The third part analyzes the turnover the qualified person in state-owned enterprises, and where the talented people flow. This article analyzes the cast of talented people in state-owned enterprises.The fourth part mainly analyzes the factors of the turnover. Factors affecting the turnover can be categorized into the environmental, the enterprise' and the personnel factors.The fifth part puts forward some countermeasures and overall thought to govern the turnover, i.e. to solve "one point of view", "tow kinds of people" "three mechanisms" From the government to the enterprise, the author suggests comprehensive measures to control the turnover.The main characteristics of this thsis are:1. In connection with methods, this paper combines the theory with the practice, quantitative analysis with qualitative analysis.2. This paper analyzes turnover in a different way from the past research, i.e. using "qualified person flow" to replace "qualified person drain".3. .Apart from the enterprise factors, this author analyzes the environmental and the personnel factors.4. This paper puts forward a overall thought to govern the turnover.
