The countywide economy is placed in an administrative division, a county. It has a whole set of functions just as the regional economy dose, and moreover, it differs from each other, owe to the characteristic feature of each area. The countywide economy is the new point of growth of our nation, and it helps to solve the "San Nong" problem.There are different definitions and descriptions of both the countywide economy and the countywide economy competence. But generally, according to the nation's agriculture-based position, the development of countywide economy closely relates to the development of agriculture and the competence of farm produce, within a county. This article took Xixian County for example, which was a traditional agricultural county in Henan province, and evaluated its competence, quantitatively and qualitatively. And then, it pointed out the competitive advantages, such as the locational advantage and ample agricultural sources; and the relative disadvantages, such as the agro-product processing, distribution, and the competence of the local companies.According to the weakness of Xixian County for the moment, four strategies were put forward, which derived from the theory of marketing.(1)Adjusting the agriculture structure and optimizing the variety and quality: adjust both the proportion of agriculture, forestry, fishery, animal husbandry, and the quality of specific products;(2)Integrating the industry chain and encouraging the farm processors: enforce the agro-product processing and consummate the agriculture chain, oriented by the market and predominant products;(3)Widening the marketing channel and breaking through the circulating obstacle: widen the marketing channel through three roads: the special market, the marketing cooperative organizations, the leading companies, and solve the difficulty of selling;(4)Improving the countywide image and implementing a brand strategy: foster abrand of farm produce on the micro side, and improve the countywide image on the macro side.This article also researched on the countywide special market. Due to the huge interests of special market, many counties only copied the pattern of successful special markets, which led to mere wastes of resources. Therefore, one must not only be aware of the character and the laws of the special market, but also consider carefully the particular situations of the county, such as the location, the primary products. It is very necessary to make clear of the positioning of the special market, and choose the right type, the right structure, the right scale and the right business way.
