Decision theory is the study of choice problems for decision makers facing uncertainty provided with some backup solutions. As a branch of operational research, the classical decision theory is developed from statistical decision. It focuses on prescriptive decision theory. Behavioral decision theory is used to describe, explain and forecast the human decision behavior using behavioral scientific view and method. It emphasizes on the study of descriptive decision theory. The knowledge of rational decision and non-rational decision is discussed at the beginning of this paper, then it introduces the development in the relevant fields. The non-rational factor in the decision behavior is emphatically analysed, and the discussion of the relationship between no-ration behavior and the culture is followed. Some basic rules that should be followed in demonstration analysis of decision behavior and the methods used in demonstration analysis are set up in this paper. Based on the above analysis, this paper makes up a questionnaire trying to use quantificational method to study the behavior throughout the decision process and the relationship with the cultural background of the decision makers in our country. Comparing them with the western studies, it makes up the basic principle of rational decision and requisition for policymaker. By the analysis in risk attitude, consistency level and probability estimate ability, etc, the risk attitude difference between man and women, consistency level between eastern and western, the difference of the probability estimate ability between men and women is provided. Combining the cultural difference and relevant psychological knowledge, the possible reasons and the corresponding measure are presented. At last, this paper concludes the main fruit of the passage and points out the trends of the development of the study and the more problems that should be resolved in the future.
