Research On Behavior Intentions Of Using Utility Tunnel For Utility Tunnel PPP Projects

With the rapid development of urbanization and the intensification of government financial pressure in China,public-private partnership is more and more applied to the construction and operation of the utility tunnel project.Due to late start of utility tunnel PPP project in China,in practice,problems such as difficulty in coordination of pipeline companies and difficulty in using utility tunnel by paying for pipeline companies have appeared.It makes the private difficult to recover capital,which not only increases the difficulty of financing,but also leads to project failure.The difficulty of using utility tunnel by paying for pipeline companies becomes the biggest problem of restricting the development of the utility tunnel PPP project.Therefore,it is crucial to study the willingness of pipeline companies to use the utility tunnel by paying.In this study,influence factors which affect the willingness of using utility tunnel by paying are first identified by open questionnaire survey as the principal method,literature research and case analysis as the auxiliary method.Then the theory of planed behavior was taken as the basic theory frame,and the hypothesis model of the formation mechanism of the behavior intention of using utility tunnel by paying for pipeline companies on utility tunnel PPP projects was constructed,bringing in three main variables,attitude toward the behavior,subjective norm and perceived behavior control.According to the collected questionnaires from 205 managers of pipeline companies,this study validate the proposed hypotheses and model with the use of structural equation model.The results show that the behavior intention of using utility tunnel by paying is mainly influenced by attitude and perceived behavior control;perceived behavioral control has a significant and positive effect on the behavior intention of using utility tunnel by paying,and the attitude comes second.Subject norm has no direct bearing on the behavior intention of using utility tunnel by paying.Beliefs significantly and positively impact on the attitude,subject norm and perceived behavioral control;normative belief significantly and positively effects on the control belief,and control belief significantly and positively effects behavior beliefs.Finally,based on results of structural equation model,the paper puts forward some policy recommendations from three aspects: the support of laws and regulations,the strengthening of propagandas and the grasp of the appropriate time and way of construction.
