With the advent of knowledge economy, S&T resources have become the most important strategic resource of a country or region. Most of the countries have paid more attention to the statistics and analysis of S&T resources and S&T activities. S&T human resources and S&T financial resources are the most important components of S&T resource. But for a long time, our research has been concentrated on the S&T financial resources, and there is less study on S&T human resources. Under such an background, an empirical research on the relationship between S&T human resources has been done with co-integration theory and Error Correction Model and Granger Causality Test method and the other dynamic econometrics methods. This article has five parts: Chapter one mainly introduces the background and the value of the research as well as its relevant basic theories and research foundation, and also defines the research object and the approach of the research; Because S&T human resources is not defined clearly in the existing research document, chapter two discuss the definition of the S&T human resources as well as the relevant statistics problems of the S&T human resources. With the data of S&T activities personnel and R&D personnel, chapter three describes the current situation of the development of S&T human resources of China. Chapter four introduces S&T human resources and ECM method and designs the empirical research. Based on the relevant statistical data of R&D personnel FTE and GDP during 1987-2004 of China, an empirical research on the relationship between R&D personnel FTE and GDP has been done in chapter five. The main conclusion is that there is a long and steady dynamic equilibrium relationship between R&D personnel FTE and GDP of our country. In the past 18 years, R&D personnel FTE Granger caused GDP and GDP did not cause R&D personnel FTE. This proves that while keeping China's economic growth at high speed, we must strengthen R&D personnel's building to offer lasting motive force for lasting growth of the economy of our country. Lastly, this article sums the main research conclusions, innovative points and the limitations as well as the directions for further study.
