Customer Perceived Value (CPV) in process of communicating with the customers is becoming the most important factor that measures the importance of the enterprise in the customer-driving market. Meanwhile, the quality standard that measure product and service has shift from internal quality assure to outer customers'value. Customer Perceived Value is the prefer and dislike that based on balance and decision made by customer between product and service provided by supplier, Customers'Value is perceived by customer from all the offerings of enterprise, which includes the product and service and other. The core competence of an enterprise should realize the core value that customers focused on. This paper start from the study on the intention of customers'value, and discussed the relationship between customers'value and core competence of the enterprise, and put forward that the form of the core competence should be highly related to the customers'value. To create and form the core competence, enterprise must base on creating the customer value, obtaining the persistent reward, say profit, and building the certain culture in the enterprise. Enterprise must focus on the customers'value to build and manage its core competence. The target of evaluating the value of customer is to seek the real customer's value, and then enhance the management and reengineer the process, build related culture to form the persistent core competence. This paper takes Metail Toys Company Limited for example to study how to form core competence based on customer's value. We consider that it is essential to build the culture system based on the customer value, and to reengineer the process to support the realization of the customer value.
