The main automobile corporations in Global Value Chain are always searching more creative cluster areas to supply some unimportant parts for themselves, while they dedicate to build their core competition. These companies, which control the final product brand and key parts directly, have the capabilities to dominate the whole value chain. The clusters where supply various specialized services, absorb professional and associates and can insert global value chain with highly flexible information flows could be in competitive status of the global value chain. Industrial cluster improves the automobile industry. Global suppliers are mostly concentrated in the clusters. Developed countries distribute their resources globally and increase FDI to developing countries so that they can transfer their densely labor parts. Industrial cluster could be competitive in R&D, production and marketing net and have highly capabilities to supply related services. It is different of automobiles development in many countries. But they can give us some suggestions. This article will combine the theory and practice to research the rules of global value chain and take some examples of the development ways in America, Japan and Brazil. It analyzes the ineffective condition of Chinese automobile industry in the chain and gives some suggestions for our automobile development.
