Sichuan Telecom Network Resources Management Program Risk Management Research

Risk management on programs refers to program managing organizations' identification, assessment, and analysis on possible risks, together with their reasonable methods and skills to control those risks, so as to make full use of their favorable results as well as to efficiently deal with their negative influence, and to achieve the general goal.In 2003, Sichuan Telecom embarked on a network resources management program, and organized a managing team, of which I became a member. This experience impresses me with the importance and necessity of risk management on programs; therefore, I choose this topic for my further research.This paper firstly introduces the general situation in Sichuan Telecom's network resources management system, whose special features can illustrate the necessity of risk management. Then it identifies, analyzes, and assesses the major risks facing this program, which cover the technical, managing, and organizational aspects. Based on it, it deduces practical measures to solve the problems and to efficiently supervise the whole program.
