Research On The Network Resource Management Mode Of Inner Mongolia Mobile Company

Under the situation of the recombinant pattern formation,forthcoming 3G license issuance and fiercer competition,the strategic emphasis of domestic telecommunication enterprises has gradually shifted from network expansion to the improvement of the customers' satisfaction?network management level and network application efficiency,and then to the competition of the comprehensive management level.Based on this background,this paper interviews the first-line maintenance staff of Inner Mongolia Mobile's Network Resources Management Department by the means of investigation,researches and analyses the network resources management of Inner Mongolia Mobile Company from various aspects,including systems?processes?means,etc.The results show that the resource management mode of Inner Mongolia Mobile is still using the previous single-mode mobile voice business,overemphasizes the specialized division,divides the resource management into each specific department,exists typical problems such as the inadequate position of management-level?poor overall planning of organization structure?unsophisticated management system?unutilized process system?decentralized management means,and so on.So the present mode of the network resources management of the Inner Mongolia Mobile has already not adapted the enterprise's continuing development.In the current situation of all round business operation,the existing resources management mode cannot meet the requirement.In addition,on the basis of the large investigation results,this paper analyses the current international ETOM models and other domestic operation business's network resource management model,and promotes establishment of the "four-element model" which includes organization,system,process,and means.This model has strong practicality and pertinence to the current resource management model of the Inner Mongolia Mobile.Finally,this paper puts forward the design scheme of resource management of Inner Mongolia Mobile through the proposals of organization,system,process and means according to the model.This paper first introduces some basic theories of the China's T telecommunication enterprises?network resources?network resources management and business process reconstruction.Then it analyses the existing problems on the basis of investigation of the network resources management of Inner Mongolia Mobile.Finally,according to theses existing problems,it puts forward some suggestions on model construction?organization optimization?process improvement and system platform promotion.These suggestions can promote the network resource management of Inner Mongolia Mobile.
