In knowledge economics times, talents are the capital of enterprise;and owning high-quality talents, enterprise will hold its lifeline. So how to attract high-quality talents is an urgent problem that all enterprises face. Therefore, it goes without saying that development and management of human resource (HR) should be taken to a vital position, which was never emphasized before. Nowadays, HR management is beyond of the routine job of recruiting and distributing salary like before. It is a new challenge for HR management that how to attract more wisdom by merit of different enterprises, how to keep them and how to prompt them to create more and more values for enterprises. At the same time, with the development of information technology, IT industry comes out and develops rapidly. In order to speed up the development step of IT industry and keep it in a healthy direction, providing more and more excellent talents is taken to an important place by IT field. Under the circumstance, it is focused on that how to plan a corresponding HR management mechanism adapting to the character of IT field.However, most prevenient researches on HR are just based on classical and general theory of HR, lacking material analysis tool, without numbering and modeling, and almost did not aim at some field, let alone IT field. The paper refers to prevenient fruits, takes competition and management characters and mode of IT field in America, Egypt, Japan as examples, and takes application of Game Theory and Information economics to analyzing the situation of IT field. Besides, guiding by equilibrium theory in Game Theory, a set of models that maximize their benefits respectively among enterprise, employer and employee are built. Finally, a set of talents competition strategies that judges by "reputation theory" and "signaling theory" and prompting policy of the best prompting contract combined with stock option mechanism come out, and then they are analyzed and proved by Game thoughts. It concludes that Game Theory andInfonnation economics can be an excellent tool in analyzing HR management.
