As the important carrier of attracting foreign investments and expanding opening of China, special economic zones have played an primary role in Chinese economic development. According the way of attracting foreign investments of special economic zones. Most of them have paid more attention on building basic establishment than on improving the efficiency of public service. Under the guidance of the government's reform in administrating of low, changing function and improving services, this thesis makes a thorough and detailed study of public service by using the fundmental of public administration, industry economics, public finance and economic analysis of investment operations.This thesis analysises the relationship between public service and market efficiency. This thesis also analysises the relationship among attracting foreign investments, enterprise choice, and public service. This thesis evaluates the efficiency of public service in attracting foreign investments of WaiGaoqiao free trade zone and brings forward the way of improving the efficiency of public service of WaiGaoqiao free trade zone.The purpose of this thesis is to suggest a direction for the government of special economic zones improving the quality and quantity of attracting foreign investments by consummating the efficiency of public service, so as to enhance the investment circumstance and reduce the commerce cost of enterprises.
