The reform of system of tax distribution our country implemented in 1994, which sped up theentire economic restructuring step, played an important role in the establishment of the marketeconomy system and the modern public finance in our country. In the past more than ten years,the new financial system was fairly effective, but also exposed increasingly many problems andcontradiction. The most serious problem among them is the contradiction between nonstandardfinancial system below province and ossified administrative system. This article precisely selectsa topic in view of this problem.This article attempts comprehensively from Fiscal decentralization theory, Informationeconomics theory to Public organization theory to establish a general analysis frame of thequestion of government levels and the financial levels. Then it discovers the historical evolutionrule of Chinese government levels and financial levels and some experience about theestablishment of government levels and financial levels in several main nations of the world.Finally, the cause of the present questions was analyzed, and the article gives some advice on thereform of our country's government levels and financial levels. This article can be mainlydivided into five parts.The first part aims to establish the general analysis frame of the government levels andfinancial levels. The second part makes clear the history of Chinese government levels andfinancial levels, thus finds out the historical vein of the development of our country'sgovernment levels and financial levels. The third part is mainly on the analysis of the presentsituation and questions of our country's government levels and the financial levels. The fourthpart is on the introduction to the situation of government levels and financial levels in severalmain nations of the world, and summarizes the experience of them. The fifth part will proposesome constructive countermeasures to questions of Chinese government levels and the financiallevels on the basis of theories in the first part and overseas experience in the fourth part.
