Research On Industrial Sustainable Development In Wuhan Distant Suburban Area

20 years since the reform and opening-up, the distant suburban area of Wuhan city, as an important part of Wuhan, has been developing rapidly in its domestic economy, with corresponding constant increase in its industrial output. Till the year of 2004 the industrial proportion of the distant suburban area has reached 22.91% of the total industrial output of the area. However, while the industrial output is increasing constantly, the distant suburban area still faces a series of problems such as poor integral efficacy, lack of high-level talents and so on, which have affected its sustainable development. The present research, based on the analysis of the highly efficient development pattern in the distant suburban areas of Wenzhou, Qingdao and Southern Jiangsu province, combined with SWOT pattern of Wuhan suburban area, and through researches on enterprise financing, Industry Cluster, technology upgrade, choice of property rights system and so on, is aimed to search for a suitable way of sustainable development for the industry of Wuhan distant suburban area.In the analysis of property rights system, through the researches on the efficiency and developing trend of state-owned economy and private-owned economy, the present research pointed out that the property rights reforms of industrial enterprises in the next stage will still be based on "state capital out and private capital in" and multi-state-owned property rights in order to quicken the development of private-owned economy and enable it to become the dominate element of local district economy.In the analysis of enterprise financing, through researches on capital circulating trends and reasons of manufacturing departments in Wuhan distant suburban area, demonstrated that there existed "credit discrimination" from state-owned commercial banks towards the financing of private-owned enterprises in Wuhan suburban area, and pointed out the solution that enterprises, banks and local government shall make joint efforts.In the analysis of Industrial Cluster, the research focused on problems such as high-level similarity of structure of industries of inter-district, small scale of Industrial Cluster and the large number of variety ,and put forward proposals from two aspects , the local government action and industrial layout.In the part of technology upgrade, the research analyzed the technology upgrade trends of Wuhan distant suburban area, discussed several relations that need to be handled for the technology upgrade of the industrial enterprises in Wuhan distant suburban area and proposed the strategy to promote the upgrade of the traditional industry to urban industry in Wuhan distant suburban area, by the strategy of integration of city, the chance of "world-wide factory" and by means of informatization.
