The Studies On The Property Rights Institution Changes Of Township And Village Enterprises In Yanbian Area

Township and village enterprise (hereafter called TVE) is a great invention by Chinese farmers. Since the reforms and opening, TVE has been increasing rapidly and comes to become the principal part of both the village economy and the national economy, and it has made great contributions to the development of every social cause.When it turns into 21st century, TVE is still playing a significant role in the adjustment of rural economy structure and the increase of the farmers' income. However, the administrative organization has changed a lot. In some provinces, the administrative bureau of TVE has been dismissed. There are more problems appearing in the development of the TVE in the minority autonomous regions of western China, such as, more disturbances of the profit-cutting with the deepening of the reform, reconstructions under the low levels, poor management due to cultural lag of the entrepreneur, lack of the consciousness of environment protection and unfair competitions, etc. These problems have restricted the development of the TVE in the minority autonomous regions of western China and put TVE into an awkward predicament, and the key point lies on the deficiency of institutions in local area.Yanbian Korean autonomous prefecture is entitled to the preferable policy of the Opening of the western China. So, based on New Institutional Economics and taking Marxism Political Economics as the guide, this thesis deals with the property rights institution occurrence and changes of TVE in Yanbian area, and by comparing these changes with those in the developed areas of eastern China, it tries to find out an approach which is suitable to the development of TVE in the minority autonomous regions of western China, furthermore, to keep a sound and everlasting development of them.This thesis consists of five parts.The first part is an introduction. The background of the research and the practical meaning of this thesis will be introduced in this part. And it also points out the framework and the methods used in the thesis.In the second part, it mainly overviews two kinds of theories by combining Marxism Political Economics and New Institutional Economics. One is the property rights theory, the other is the institution changes theory. These two theories are the theoretical basis of the research work.In the third part, it briefly deals with the development of TVE in China and Yanbian area respectively, then analyzes the forms, the main bodies and the drives of the property rights institution changes of TVE in Yanbian area.In the fourth part, it deals with the property rights institution changes of TVE in southern Jiangsu province and Wenzhou, and compares them with that in Yanbian area. The author draws an inspiration from the comparison, namely that the governments of these three areas have played a vital role in the property rights institution changes of local TVE, and that the property rights institution of TVE will change to the privately- owned institution eventually.In the fifth part, based on the conclusion drawn above, it further discusses the feasibility of the development of TVE clusters in Yanbian area and their development measures as well.The sixth part is the conclusion; it makes a summary of the whole thesis.
