Research Of The Mode That The Project Of Our Country Valuates Under WTO Condition

With the development of construction market, especially after our country joins WTO, the traditional mode of rating valuation has not met the needs of market-based economic development. At present, in order to meeting the construction cost need formed by market in construction bid competition, we must reform the current project pricing method and project detailed estimate norm, and implement the valuation of bill of quantities. The valuation mode of bill of quantities is the mode that is in conformity with market economy, allowing contractor unit to offer price independently, determining price through market competition, and integrated into international practice.First,this text states thoroughly the existing problem of the present day national engineering mode and price reckoning method,and the necessity of application right away and the existing problem,and then make a detailed discussion of the principle of quota reckoning and the engineering work load detailed list reckoning,so that we may be safe to draw such a conclusion that the new cost management system of the new price reckoning method is a necessary way to adapt to the international competition .Then, according to the outcome of GuangDong's trying out of the detailed list reckoning,and take the practice of the national engineering cost field into consideration, we should set up an environment which is favorable for the application of detailed list reckoning,only in this way can the reform goes deeply and the system of organization innovates smoothly .In this way a new engineering cost system can take shape,which is under the authority's macroscopic control and in an orderly competitive market.I illustrate the evaluation method,and quote the analytic approach of the level and expert's point system to describe, I put forward a comprehensive evaluationmethod,introduce several kinds of commonly used fuzzy operators, namely set up and judged the mathematics model fuzzily synthetically,and put this method into reality, through stating using the method concretly of this model for example. The comprehensive evaluation method is based on fuzzy mathematics theory, and transfers the qualitative evaluation to the quantitative one. This method solves the problem of combination between qualitative and quantitative evaluation existing in the original method, thus makes the evaluation method more comprehensive, rational, and scientific.
