| In China, The innovation of the regionalism of City Governs County has been performing from 1980s. However, the germination of local economic unification was hard hindered by the above-mentioned regionalized system while City Governs County became the main regional administration system in Zhu San Jiao, Chang San Jiao etc. regions. And then the system was to be a hot topic in government, public management and mass medium. The academia and government doubted its rationality and proposed the system of Province Governs County in order to suit for the development of local economic unification. According to me, the key solving the conflict between the administrative system and local economic unification is how to change the function of government!This paper consists of four parts to demonstrate the issue as follows:The first part: the evolution of City Governs County. There were three climaxes of the large-scale performance of City Governs County from 1949. In 1950s, China government firstly took the practice about the system of City Governs County under the background of strong-strength centralization to distribute some rights. The large-scale performance of the system of City Governs County had brought lots of varies judgments in 1980s, so after 1989, the system halted some years corresponding to the change from centralization to distributed decision-making. With the establishment of the market economy, there occurred the third upsurge of City Governs County occurring in 1990s brought by the unification of City and Region. In some degree, this event came down in one continuous line with the affair happening in 1980s, i.e. to increase the local regional economy by adjusting the regionalism through the administrative order.
