Banking industry plays a special role in people's life and its operation has characteristics different form that of other industries. In view of this special situation, all countries have built up their own financial supervision systems. Financial operations and supervision are interactive: on one hand financial supervision will definitely deeply affect financial operations and on the other hand, financial organizations which are one component of financial system will reform, even destroy the basis on which financial supervision is built in order to adjust to the changing environment. Financial supervision is usually called financial control in Japan and it is one of the most important parts of Japanese financial policies.After World War II, in order to restrict the business activities of non-governmental financial organizations and make financial operations better serve the economic target, the Japanese government made some new financial laws and regulations while carrying on the existing ones laid down before the war. Therefore at the beginning of 1950s, Japan by and large perfected its system of financial supervision. Broadly speaking, Japanese financial supervision system consists of financial market entry control, business operation control, financial price competition and non-price competition control as well as national and foreign capital flow control and so on.Although we can't say the above-mentioned financial supervision rules have been effectively carried out, yet it's safe to say that to certain extent, they were effective in influencing the operations of non-governmental financial system.
