Studies On Board Of Supervision System Execution In Liao Ning Province

Ever since the board of supervision system was carried out in 2000,it has played an important role in investors' rights and interests maintenance,ensuring the quality of supervision,avoiding the loss of state assets,promoting preservation and increment of the value of state assets.However,its timeliness is not outstanding,the inspection means with the financial supervision as its core is also lagging,the system index to check the corperation is not standard,the enterprise nature supervisors stand is also single,limited to national sole proprietorship.Supervistory board doesn't play its role in the management structure of enterprise corporation.How to enhance the board of supervision system of Liao Ning province,and how to ensure the quality of supervision,it is a problem necessitated to solve in state assets supervision and reform of state-owned enterprises.This paper summarizes the enforcement circumstance of Liao Ning province' board of supervision system,and focuses on the centralized condition survey in inspection system in 2007,based on this,also puts forward the countermeasure of how to improve the enforcement of supervision system.Firstly,the government should improve cognition of board of supervision system,the government should assign leading leaders to manage the operation of supervisory panel,establish the professional career promotion,flowing and economic encouragement system of the supervisors president and external supervisors.Secondly,continue to strengthen current period supervision,further to carry out the mainly link system,provide guarantee to the current period supervision,enhance the usefulness and timeliness of the supervision.Thirdly,make use of modern information tools,enhance the supervision efficiency,adopt computer-aided audit or increase supervisors sites in the qualified enterprises.Fourthly,improve the working mode of supervisors,integrate inspecting resource,make resultant force formed and establish the standard system of supervision,enhance the supervision efficiency.The fifth,positively discuss the sending method of supervision in national mixed stock,state holding and stock participating company,adopt the special professional supervisors' penetrated type tenancy ways,realize the extended supervising of the supervisors,improve the current regulations in the company law and the national enterprise supervisors interim regulation.
