China is a big agricultural country with the majority population in the countryside. The development of the agriculture economy will directly affect the healthy development of the whole national economy. The document, Suggestion on Several Policies for Promoting the Increase of the Income of the Peasants, issued in 2004 by the CCCP and the State Council, has paid special attention to the increase of the income of the peasants. It is regarded asthe most important aspect to push forward the solution of the "Three Peasant's Problems"(i.e. countryside, agriculture and peasants). It reflects unprecedented attention to which our country devotes.
