Looking around the present-day world, human resources has become one of the most important resources, which plays an increasingly important role in the competition of overall national strength. Comprehensive construction of well-off society, the building of new socialist rural areas and the solution of the "three rural" issues all need to develop a sufficient number, high quality, reasonable structure of talent team in agricultural technology. Ningxiang County, Hunan Province, the largest traditional agricultural county, has a rich landscape, temperate climate, fertile soil, which for all types of plants and animals of breeding provide a good environment. Based on the long-term, how to strengthen the construction of agricultural science and technology talents team construction is an important issue in the current. Ningxiang.Country is making constant progresses in agricultural science and technology talents team construction, but still there are many deficiencies, and it is particularly important that solving the issues for promote the construction of agricultural science and technology talents team construction.Combining with the related theory of human capital, the study carries on the analysis about the present situation of Ningxiang Country agricultural science and technology talents team construction,which using literature data collection method, field investigation method and method of combining qualitative analysis with quantitative analysis:insufficient understanding of the importance of agricultural science and technology talents team construction; total talent shortage, unreasonable structure and distribution; introduction of narrow channels, insufficient capital investment; talent and low personnel quality; personnel instability, the seriously of personnel loss; talent team construction of the mechanism is not perfect, lacking of an institutional guarantee, analysis the reasons farmers ideas and the concept of talent lag, education and training is not in place, training institutions are not sound, policy support is insufficient; management mechanism is not perfect; incentives does not in reach the designated position, etc. According to the Ningxiang specific circumstances, combined with the problems and the reasons of the construction of agricultural science and technology talents tem construction, the study puts forward the establishing and perfecting the agricultural science and technology talent management mechanism; to construct and sound the agricultural science and technology talent incentive mechanism; improve the agricultural science and technology talent training system; establish and improve agricultural science and technology talent team support mechanism; optimization of agricultural science and technology talent training and introduction mechanism,and so many suggestions and measures that to promote agricultural science and technology talent team construction and the development of new socialist rural areas.
