Freiburg school, also called School of Order Liberalism, represented by Eucken and Boehm, their major point is economic freedom and free competition is not only a basis for national economic prosperity, but also a political basis for state in defence of democracy and freedom. Therefore, the State should establish a legal system in order to safeguard free competition and make it as constitution of the national economy. The main achievements of Freiburg school is that it revived of economic liberalism in Europe after the Second World War, and this is a completely new look in the international community. According to Freiburg school's thought, the market is necessary, but is imperfect. Therefore, the State should establish a market order to safeguard free competition, on one hand to improve the economic efficiency of enterprises and, on the other hand, to create and maintain a harmonious social order, a order which manifest social policy.The thesis has four charters excluding the preface and conclusion.The first chapter analyzes Freiburg school's economic theory, theories on competition order, which is the Scottish Enlightenment thought continuing, in particular "order" concept. Competition is one of the core values advocated by classical liberalism. Competition order is the ideal pattern which Freiburg school pursues.The second chapter analyzes Freiburg school's economic policy thought. They advocated the goal of the economic policy is realizes the competition order, So the national economic policy must revolve how to establish and maintain competition order, and realizes completely competition under this order.The third chapter, After the Second World War, the Federal Republic of Germany was successful in applying Freiburg school's economic theories to social market economy, it's united market economy and the state intervention, prompted the Federal Republic of Germany economy to soar. However, after the 1990s the social market economy has lost its efficiency, indicated by the unemployment rate which stayed at a high level. Analyzes the unemployment question, then forecast the future of the social market economy.The last chapter, take Germany's 'Law of Cartel' as a example to elaborate this economic constitution plays a important role in the state economy and social life, further expounded the theories of competition order advocated by Freiburg school.
