However, there are wide gaps between the limitation of the traditional energies and the continuously increasing consumption of the traditional energies. Along with the acceleration of the economic globalization and the market' s diversification, the fighting for energy and the fluctuation of market are becoming more and more furious, the developing strategies of every country are influenced by the world energy problem.With the diversification of international behaviors, more and more non- national behaviors set foot in the energy or related realms, and they have far-reaching impacts on the emergence and development of the world energy problem. During the wrestle in the world energy realm, some non-state actors gradually outshine others, in which OPEC and IEA are typical representatives. Standing respectively on the energy producer side and consumer side, they manoeuvre among various actors on the stage of the world energyWith the upgrading of the world energy problem in the IR, we should not only study the action rules of the non-state actors in world energy realm, but also try to find the causation and resolution of world energy problem in the cooperation and competition of the non-state actors such as OPEC and IEA.
