Study On Forestry Investment And Financing Channels

For a long time, because of single investment channels, small-scale investments the development of China's forestry received certain restriction. In the long run, we must form a diversified forestry investment system. It is urgent to systematically study on our forestry investment and financing channels, and provide corresponding forestry investment and financing support system.At first, based on inducing and summarizing the concepts of forestry, investment and financing, this paper defined the forestry concept and the concept of forestry investment and forestry financing and discussed that their relationship is the two sides of the same coin. Second, according to different historical stages of our investment and financing, the development process of forestry investment and financing channels is divided into three periods. And on this basis, the paper analyzed and concluded forestry investment development trajectory and the evolvement of investment and financing channels and objectively assessed our forestry investment and financing channels status and expounded the problems. Again, from different forms of ownership, different nature and different area the text analyzed how to choose the forestry investment and financing channels. The paper raised public ownership and welfare forestry investment and financing channels: national financial capital, social relational department capital, foreign governments' and international financial organizations' capital, other community organizations' and members' capital; Nonpublic ownership and public welfare forestry investment and financing channels: plantation owners' and silviculture units' funds; Public ownership and commercial forestry investment and financing channels: establishing national proprietary forestry company to attract other business investment, through leasing land to attract workers investment; Nonpublic ownership and commercial forestry investment and financing channels: financial institutions' funds, foreign direct investment, enterprise self-financing and private funds. Finally, the paper systematically presented forestry investment and financing support system. It included: forestry enterprises must grow larger and stronger to build forestry investment and financing micro base; Deepen innovation of forestry investment and financing systems from actively coordinating financial support from the forestry sector, establishing capital markets, developing forestry commercial insurance, and other aspects; Perfect forestry investment and financing policy from reforming the existing forestry management system, improving forestry property policy, carrying out input policies which goal is to support, reforming forestry tax policies and so on; Forestry investment and financing legal system must be strengthened.
