Study On The Existing Problems And Treatment Countermeasures Of Finacial Management Of Chinese Public Institutions

With the deepening of economic reform and promotion of development, the public institutions, as one important part of the Chinese public sector which is attached to the general governmental organizations, are facing sharp changing circumstance, and thus emerged such problems of financial management as the costs of being away from target and funds are employed on the inefficient level. To cope with growing competition of market economy and rising voice on the public institutions reform and system innovation, public institutions must take affective measures to turn the out-dated extensive management and conscientiously strengthen their financial management.Based on a total introduction of public institutions financial management, the study is conducted to provide an analysis on each small but complete side of financial management problems, mainly focus on budget management methods and assets management regulations for public institutions; bring forward suggestions into the principles and ways of further reforming the former system with practical cases referenced. Evidence implies that the reform and system innovation of public institutions are not only related to the administrative reform of China, but also are the objective need for themselves to face society and go into the social market economy.
