According to the rapid population growth and rapid development of the national economy, people’s living standard has significantly improved and the size of cities is expanding in many parts of China, however the water supply and demand have become increasingly conspicuous. In order to fully enhance the utilization of water resources in the water storage network, and to achieve the optimization of water resources in the research area, furthermore to get the sustainable development of ecological environment and the socioeconomic, the water optimization system of the research area is designed in this paper.With the large-scale system theory and the multi-objective planning theory, the model is built in this paper. According to the location of the reservoirs, the location of the waterworks and the connections between each other, the entire water resource system of the research area is divided into four smaller subsystems, so that the computational efficiency of the optimization research is increased. As the main tasks of reservoir are both flood prevention and getting water resource profit, the model of each subsystem is built with the multi-objective planning theory. In this paper, the calculate programs are compiled by Lingo language. In order to complete the entire water resources system optimization, the calculation starts from the small systems and ends in the entire large system.Considering the advantages of VC ++, Lingo and EXCEL, an easy operated water optimization system is designed by the hybrid programming thought. As the users open this system, first thing need to do is inputing the datas and parameters, then after he click the“Calculate”button, the entire optimization result of the entire large-scale system is outputted. The optimization result includes the water supply of each reservoir and the water meeting of each water workers in different stages. The whole system is easy operated, while the interface is simple and the results are clear. Comparing with the traditional system, this system is low cost, shorten time and easily to carry out. Since this system is designed for the special research area, so it can only be used for this area, but with some adjustment of both the model and algorithm language, the system is also can be improved and be useful in the other areas. At the end of this paper, the conclusion and the outlook are pointed out. The main results of this paper are concluded; with some studies which should be further strengthened are left too. Meanwhile, some suggestions about the exploitation and optimal allocation of this area’s water resources system are given out, which provide support to both the social sustainable development and economic sustainable development.
