Oil shale, similar to argillutite, is a kind of high ash combustible organic rocks, composed by a variety of inorganic mineral and organic matter. The content of oil is 3.5%—20%, and the highest content can reach 30%. Therefore, considering with the tense situation of today world petroleum resource, oil resources exploitation has a excellent prospect.This paper mainly studied the features of Ningan basin oil shale and development environment, and analyzed the overall characteristics of the oil shale, through the physical, petrologic and mineralogical, and oil shale organic geochemic characteristics research. By the study of sedimentary facies, paleoclimate, paleosalinity, organiac matter, origion of oil shale and paleontology characteristics, the paper analysed the development environment of Ningan basin.The study shows that the Ningan basin oil shale is mainly composed by terrigenous clastic mineral. Oil shale in Ningan basin has low mature organic matter, being in immature to low mature stage, which developed in lake and swamp environment, with a high content of oil and organic matter.
