The Study On Suitablility Evaluation Of The Sea Area Utilization In Hebei Province

As a treasure trove of natural resources, ocean is an important global material cycle governor, which plays an important role in work and livelihood of human being. With the continuous development of economy, the exploration of population, and the increasing pressure on the land resources and thenviroment, the ecological deterioration and the shortage of important resources, such as land, mineral, fresh water, and energy source, have become an important factor which restricted the development of both economy and society. On realizing the lack of land resources, human being turned to the sea. Researching and exploiting the ocean resources has become an important way to relieve the pressure of population, resources and environment in the world.Located in the Bohai economic circle. Hebei Province is abundant in marine resources. Focusing on the development of marine economy and creating economic uplift of the coastal zone is one of the key strategies for the provincial economic and social development in the 12th Five Year Plan. Fully understanding the ocean’s natural differences and economic conditions, carrying out marine use suitability assessment scientifically are of great significance for utilizing marine resources rationally, coordinating the relationship between resources utilization and social and economic development, and promoting the health rapid development of marine economy.With GIS technology, based on the data of marine resources survey in Hebei Province, this paper will make a comprehensive and systematic analysis on the natural resources, social properties and the current situation of developing and utilizing the ocean in Hebei, summarize the characteristics of utilization and current problems, build the assessment system of marine use suitability of Hebei Province, carry out marine use suitability assessment, and set rational development orientation according to the results.The results of the study indicates that:(1)Current situation:in the used sea area, the fishery area by 61327.07hm2,accounting for 38.49%; transporting area by 37667.63hm2,accounting for 23.64%; mining area by 693.23hm2, accounting for 0.56%; tourism and entertainment area by 631.38hm2, accounting for 0.4%;ecological protection area accounted for 36.59% with a sea of 58294.9hm2. The sea area has the characteristics of complete range of types and full use of resources; while there are also problems such as irrational using structure, unbalanced regional development, extensive use of resources,lack of rational planning and other issues.(2) The sea area suitability assessment of Hebei Province shows:in the total sea area of 722776.33hm2,for use of the sea area of fisheries (suitable and more appropriate) is 433087.55 hm2,accounting for 59.92% of the total sea area:for use of sea transport area (suitable for and more appropriate) is 387627.20 hm2, accounting for 53.63%; for mining use of sea area is 143204.42hm2.accounting for 19.81%; for tourism and entertainment area is 374695.16hm2, accounting for 5.18%;for ecological protection sea area is 32679.54hm2. accounting for 4.52%.(3) The direction of using oceans rationally:increasing the proportion of efficient high-yield type of the use of sea areas for transport, mining, tourism and entertainment, making a conversion of the efficient use structure; improving the utilization of fisheries resources, changing the simple extensive fisheries mode into diversified production mode, increasing the proportion of utilization of marine farming space, developing offshore fishing: increasing ecological protection sea area, and paying more attention to the ecological environmental protection of marine resources.(4) According to the different characteristics of different marine resources and socio-economic development of coastal cities of Hebei Province, the paper will set rational development orientation:Qinhuangdao should take full advantages of coastal tourism resources and properly plan the use of sea area to achieve the sustainable development of coastal tourism economy, hold the important position of fisheries in the marine economy and also expand the scale of transport and improve the utilization rate, protect marine biodiversity and strengthen protecting and planning of ecological protection areas to promote sustainable development of marine resources. Tangshan City is going to develop the use of transport and the scale of the use of mining to keep Jingtang Port and Caofeidian Port the important status, make the full use of rich resources for beach aquaculture, develop coastal tourism properly, and improve tourism resource utilization. With local resources, Cangzhou City is going to focus on the use of port resources and the marine oil and gas resources, speed up the construction of Huanghua port and the rear industries bases, rapidly develop marine economy and also enhance the protection of marine wildlife resources.
