The last few years have witnessed tremendous development in China. One of the obvious features is the appearance of large numbers of industrial clusters. These industrial clusters have greatly enhanced regional competitiveness as well as the development of the whole country. Industrial cluster is an open complex giant system from the aspect of system science. Scale economy effect it brings about is the typical characteristic of system emergent property. Moreover, the reasons that form an industrial cluster are multiaspected, and among which government behavior is also a very important factor. Government undoubtedly plays an important role in constructing infrastructure, accelerating innovation and others, especially in the management of cluster systems to form a benign competition environment, the government has an irreplaceable position. However, how to assist an industrial cluster to develop healthily, rapidly and sustainably is an enormous challenge facing the government. This is "co-agglomeration" problem we proposed in this research.Study found that enterprises in a cluster have competitive, symbiotic and other relationships. They continuously achieve their evolution through self-learning, self-organizing and self-adapting under the influence of environment, which is similar to the natural ecological system. Therefore, this article will combine industrial cluster with ecological system. First the concept, forms and life cycle of industrial clusters were detailed discussed. Then systematically analyzes the role of government, and separates government assistance into three sorts of forces as external forces, internal forces and forces of gradually shifts in environments. According to the above, a nonlinear dynamic model of single species industrial cluster is established as co-agglomeration Logistic model by improving Logistic model. The new model can not only coincident with the general evolution of the industrial cluster better, but also reflect government assistance in the industrial cluster. In the end, the co-agglomeration Logistic model is applied to the empirical analysis of Suzhou electronic information industrial cluster, and the result shows that co-agglomeration Logistic model has certain advantages in system control, predict and optimization through the simulation of system internal dynamic relation and evolution mechanism. Therefore, this model will provide scientific, effective management and basis for government decision making of how to assist an industrial cluster optimally.
