Typhoon, one of the most powerful destructive natural disasters in the world, which harms seriously. Zhejiang Province locates in southeast China coast, with long coastline and wide seas. All above lead to the consequences to the invasion and influence of typhoon, which result in huge damage. As the economic in the coastal area develops rapidly, the amount of the disaster losses soars. As the raising in accuracy of the typhoon forecast from the meteorological departments in recent years, government departments, in terms of the weather forecast, implement more timely and effective protection against typhoon, greatly reducing the losses caused by typhoon. Therefore, by studying the model of the meteorological service performance evaluation of Zhejiang Province. the exploitation of typhoon disaster assessment system has great significance in guiding the typhoon disaster prevention, protecting our economic and social development, and safeguarding the people’s lives and propertyThe paper on the basis of the essential concept of typhoon, evaluates the destructive power of typhoon by utilizing Fuzzy-AHP(Analytic Hierarchy Process) Comprehensive evaluation method. And the weather services performance of typhoon is evaluated by using two different methods. One method is assessing benefit of meteorological services of Zhejiang Province’s typhoon based on Inverse projection method:survey and fuzzy comprehensive evaluation apply separately in evaluating and calculating the meteorological services of the typhoon, disaster prevention and mitigation decision-making of government organizations and the inevitable loss factors index. Another method is assessing benefit of Zhejiang meteorological services of typhoon based on a direct algorithm:calculating the benefit of avoiding the typhoon damage according to weather forecast by the government departments, which includes the benefits as following:transfer population, fishing boats back to port in advance and the benefits of avoiding disaster, moderate unloading of full reservoir and anti-debris flow, landslides and other geological disasters. In the end, comparison of the results is made between the two meteorological service benefits.Finally, a typhoon weather service benefit assessment system is built according to the needs of sectors and industry. This platform adopts BS structure while development language adopts JAVA that is the most popular languages nowadays and back-end database uses a relational database named MySQL. This system is a typhoon disaster reduction system integrating evaluation, forecast and early warning and query functions. It is capable of assessing rapidly of effectiveness of typhoon destructivity, social impact and meteorological services. What’s more, the assessment results can provide the relevant departments of prevent typhoon with decision support for disaster reduction, which improve the typhoon disaster services.
