With the development of economy, the original road network layout already cannot adapt to the rapidhighway network, On the basis of the upper road network adjustment, it’s necessary to adjust the countyhighway network. On the basis of system analysis of county highway network characteristics, combiningthe extensive application of GIS technology. In this paper, we make some research to optimizeadministrative level on County road network.Firstly, it is concluded the standard method, expert method and theoretical method through thedifferences of functions and characteristics in the different administrative levels in highway. According tothe analysis of the county highway network demand, used the scale prediction method and comparisonmethod in traffic planning, to predict the road scale of different administrative level for the county.In terms of road layout, we do some work on optimizing the location and important degree ofcombined layout method. Under the condition of fully analysis of the characteristics, principle, hierarchy inthe county highway layout, based on the concept of digital elevation model, On the basis of traditionaltopographic map to get vector contour data. In ArcGIS software, building research areas in the form of TINgrid digital elevation model, combined with GIS technology combines geographical surface and fulleconomic node, on the basis of three dimensional displays to solve location line. Putting forward to thebalanced node importance method, and use ArcEngine technology in ArcGIS software based on c#language to build the module to solve the balanced important degree tree. In addition, the balancedimportant tree is automatically calculated and generated, according to the predicted scale to constraints onthe tree and edge processing, provide the basis for highway administrative level adjustment. Finally, In thecase of Xiangshan county road network adjustment, the method which is introduced in this paper wasapplied to test the reliability, good results have been achieved.
