Over the past twenty years, with the increasing of population in our country, the speedingup of urbanization and industrialization causes the intensified contradiction between humanand land. In order to solve the problem of cultivated land and achieve the dynamic balance oftotal cultivated land, then improve the quality of cultivated land and carry out the sustainabledevelopment of population, resources and environment, land consolidation has become thehot research topic at present. As the key and difficulty parts in land consolidation projectdesign, land leveling is directly related to the pros and cons of consolidation project. Landleveling involves the earth filling, digging, transporting, etc, and plays an important role in thefields of reasonable irrigation and drainage, maintaining fertility, improving labor productivityand efficiency of machinery operation. So we need to provide a new theory and technologysupport for land leveling engineering design with multi-ways, then we could optimize theproject design, improve efficiency and reduce the investment.In this article, through the studying of existing optimization techniques and methods ofland leveling work at home and abroad, we know that the work of land leveling optimizationwere all carried out from plots designing, earthwork caculating and earthwork allocation.Then we put forward a new optimized method which divide land leveling area into differentregions in space at the early stage of the land leveling. The main contents of this article are asfollows: the concept and theory of land consolidation, land leveling engineering were furtherstudyed, the main influence factors in the process of land leveling partition were analyzed;Based on the study of diversified partition method, spatial clustering method was selected asthe resolution of land leveling regions dividing; According to the requirements of engineeringdesign, the large scale DEM of project area were established based on DEM modeling andevaluation theory; Earthwork quantity and transportation distance were caculated at the landleveling regions,which were realized by spatial clustering method, then the optimal workloadearthwork were determined by linear program method; Selecting the optimal partition number; On the basis of the above theory and method, the engineering design of land leveling atShunPing county of Baoding were used to demonstrate these method conclusively, theresearch conclusions are as follows:1,In the land leveling work, using clustering partition method to divide leveling area intoregions could optimize the project overall workload.2, Adding linear relationship between features to partition conditions, which ensure theroad side plots are at the same region as far as possible, avoid the pressure and damage ofdeployment in the same region.3, With the increasing of the number of partitions, the workload will reduce to the power,when the reduce ratio reach to a certain value (about15%to20%), the number of optimalpartition can be attained.Finnally, the universality of the method was verified, which illustrates this method is notonly suitable in specific research area, but more practical it is.
