The theory of random rough surface electromagnetic scattering is introduced. Electromagnetic scattering of rough surface and electromagnetic scattering of rough surface as well as the target compound are systematically studied by moment method. Moreover, moment method is also applied to calculate the electromagnetic scattering characteristics of one-dimensional lossy soil, the compound of soil surface&its complex target above and the compound of sea surface&its complex target below. Random rough soil model is simulated using Monte Carlo Method combined with gaussian distribution and exponential distribution of power spectral density. The simulation of fractal surface is implemented by fractal function. When calculating, tapered incident wave is introduced in order to reduce calculation error caused by artificial truncation in the uneven surface simulation. In TE and TM wave incident cases, the changing curve of electromagnetic scattering coefficient changing with the scattering angle is obtained by the numerical calculation. The impact condition of rough surface parameters, target parameters and the incident wave parameters on the electromagnetic scattering coefficient is discussed. The research results can provide necessary theoretical basis and effective analysis method to eliminate or reduce the clutter from sea and land surface, radar target detection, stealth and anti-stealth guided weapons and underwater target detection and remote sensing science and technology.
