The Study On The Construction And Management System Of The National Marine Science And Technology Park Of Qingdao City

With the rapid development of the world economic, the Land resources are fullydeveloped, people gradually realize the importance of Marine resources. China is acountry of vast maritime space. What’s more, the meeting of18th CPC NationalCongress suggested China should focus on how to make China become the ocean power.In the context of this new era, Shandong Province begins to create a peninsula blueeconomic zone. As the leading city of the peninsula blue economic zone, it’s anopportunity for Qingdao City to develop the Marine economy and Marine technology,and then Qingdao City can create the Marine science and technology city. With thedevelopment of the Marine science and technology, the ocean and Marine resourcesexploitation is increasing, this situation lead to Marine ecological environment has been acertain degree of damage. Researching and developing Marine high-tech to developMarine resources, protecting Marine ecological system to achieve sustainabledevelopment, both of them requires the national Marine science and technology park.The National Marine science and technology park is one kinds of marine nationalpark. Through study on the study of domestic and foreign literature about “The marinenational park”“The national park”, after carding the research results of the domesticand foreign scholars, the author expounds the concept of the Marine national park, thenauthor defines the concept of the national Marine science and technology park. On thisbasis, this paper expounds the features and significances of the national marine scienceand technology park. Through the analysis of the situation and existing problems of theapproved Marine national park, this paper suggests the countermeasures to solve theproblems, these countermeasures provide important guidance to the construction of thenational marine science and technology park in Qingdao.Combination of Qingdao Marine ecological environment and natural conditions, this paper puts forward the necessity of the construction of the national Marine science andtechnology park in Qingdao city, and analysis the strengths, weaknesses, opportunitiesand threats of the construction of national Marine science and technology park bySWOT method. After analyzing the four successful cases in Canada, the United States,New Zealand and China, this paper concludes the experiences of them. Depend on thesuccessful experience. This paper puts forward a plan for constructing the nationalmarine science and technology park in Qingdao. The plan mainly involves two aspectsof park construction and management, including evaluating the park site selection andputting forward the construction of the park: the first is to expand the financing channels;the second is to clear the responsibility system for construction; the third is to carry outthe protective development; the fourth is to carry out the talent recruitment plan; thefifth is to improve the management level of park. Building the management system ofpark: the first is consummating policies and regulations; the second is establishing areasonable management system of park. This paper for construction of the nationalmarine science and technology park in Qingdao has a strong theoretical and practicalsignificance.
