Policy Research In The Construction Of National Marine Park In China

In the 21 st century,with the continuous advancement of the strategy of the Marine Power,the issue of marine ecological environment has become the focus of attention from all walks of life.In recent years,with the support of the Party and state policies,the National Marine Park has played a very important role in marine ecological environment protection,ecological restoration and biodiversity conservation.Under the background of China’s sustainable development strategy,marine ecological civilization construction and marine power,the National Marine Park is a powerful starting point for the construction of marine ecological civilization.Its construction is aimed at improving the marine ecological environment in coastal areas,and transforming the use of marine resources and regions.The transformation of the mode of economic development is instructive and even decisive,and the policy issues in the construction of the National Marine Park are directly related to the ecological,economic and social effects of the National Marine Park.However,with the continuous advancement of the National Marine Park and Marine Ecological Civilization Construction Strategy,the policy problems in the development of China’s National Marine Park have gradually become prominent,mainly manifested in the following five points: First,lacking of professional National Marine Park management institutions;second,insufficient construction funds and lacking of financial guarantee mechanism;third,manager professional mismatch;fourth,legislative and law enforcement teams need to be improved;fifth,lacking of information communication and sharing platform.In the above-mentioned problems and backgrounds,this paper mainly aims to restrict the policy factor in the development of China’s National Marine Park,and provides targeted policy recommendations based on extensive research,expert consultation and in-depth research to provide relevant research and decision-making department reference.Specifically,this paper mainly conducts in-depth study and research on China’s sustainable development strategy,ecological civilization construction,marine ecological civilization construction,marine protection areas and National Park construction policies,and conducts research on representative National Marine Park in China,based on PEST.The analysis method compares the representative Nnational Marine Park of China’s from the four dimensions of politics,economy,society and technology.The study finds that there are many policy deficiencies in the construction and development of China’s National Marine Park.These shortcomings seriously affect the Sustainabledevelopment of China’s National Marine Park,restricts its ecological,economic and social benefits.Lacking of professional management departments,insufficient construction funds,lacking of professional management talents,and inadequate communication mechanisms have made China’s National Marine Park a certain success in the seven-year construction period,but its expected construction effect is far from being achieved.In order to study related issues in depth,the article is divided into seven chapters:The first chapter mainly expounds the research background,research significance,research status,research ideas and methods,and key issues to be solved.The second chapter is mainly the theoretical foundation of the National Marine Park construction: sustainable development theory,National Park theory,the theoretical basis of the PEST model.The third chapter is mainly about the concept,status quo and characteristics of National Park and National Marine Park,as well as relevant existing policies in China.The fourth chapter and the fifth chapter are mainly the typical cases of China’s National Ocean Park and their comparative analysis,and analyze the advantages and disadvantages of the policy effects in the development and construction of China’s National Ocean Park and the key problems.This chapter first analyzes the reasons for the selection of China’s typical national marine park-Lianyungang Haizhou Bay National Marine Park,Dongtou National Park,Weizhou Island National Marine Park from different perspectives such as geographical location,economic development status,ecological protection awareness and regional openness.And its basic construction.Then based on the PEST analysis method,the typical representatives of China’s National Ocean Park are analyzed from the four dimensions of policy,economy,society and technology.Based on the comparative analysis of PEST,the advantages and disadvantages of policy effects are evaluated from four dimensions.Summarize the key policy issues in the construction of China’s national marine park: lack of independent national marine park management department;lack of professional management team and personnel;lack of stable and diversified sources of funds;lack of professional and targeted legislation and law enforcement system There is a lack of information sharing and communication platform based on park construction.The sixth chapter mainly learns from the management institutions,personnel supply,funds,legislation,social concepts and other aspects of learning foreign representative national parks and national marine parks-Great Barrier Reef National Marine Park,Yellowstone National Park,Canada,National Marine Park,Canada Construction experience.At the same time,based on the comparative analysis of China’s representative national marine parks and the study of foreign representative representatives,the relevant policy recommendations for park development are proposed in a targeted manner;and based on this,common policy recommendations are proposed from five aspects: At the level,it is authorized to set up a special national marine park management department;establish and improve the national marine park talent selection,replenishment and training system;set up special construction funds to encourage and support the formation of diversified capital injection with thegovernment as the main body;strengthen legislative guarantees and establish professional Law enforcement team;establish a platform for information sharing and communication.Based on the analysis of the construction status of marine parks at home and abroad and the study of construction experience,it is not difficult to see that policy issues are one of the main bottlenecks restricting the effectiveness of China’s National Marine Park construction and construction.The policy has the guidance,promotion and incitement to the country.The construction of marine parks is rapidly developing in the right direction.Therefore,it is imperative to strengthen the research on the policy in the construction of China’s National Marine Park.
