Reflectance and transmittance is a very important parameter to evaluate the properties of optical elements as well as optical film, but also is an important basis to exploit the new photoelectric materials. This paper provides a measurement facility of high reflactance and high transmittance for laser optical components which is based on single reflect measurement, laser stability technique, double path measurement technique and precise detect technique. The high uncerntainty of single reflect measurement caused by source power unstability and responsivity nonuniformity of detector can be solved. So high reflectance and high transmittance of laser optical components and optical film can be measured accurately. The facility can be used to not only measure high reflectance with different incidence angle, but also measure high transmittance. After analysing the measurement uncertainty of the measurement result, the uncertainty of high reflectance and high transmittance measurement at 632.8nm is less than 0.01% and the uncertainty of high reflectance and high transmittance measurement at 1064nm is less than 0.015%. At last the paper has discussed the reason of the deviation and the future of the testing of high reflectance and transmittance.
