Since 2000, the construction force of our military increasingly take on the national important infrastructure construction task, however, the increasing trends have existed in both of the number of construction force and the difficulty level of task. The frequency of landslide during the constriction progress is becoming much higher, the unexpected results including the loss of national defense military force and the delay of national defense military strategy threaten our country hardly. In order to improve the capability of safety management and landslide prevention, based on the systematic analysis of literature review about the natural factors and artificial factors of landslide combining with the problems existed in constriction force currently. A research of the risk assessment and strategy of landslide in mountain excavation construction by construction force was conducted in this paper. With the application of the theory and method of system science, in the perspective of system, a system model of mountain excavation construction project was built which described the main elements and time dimensions of the project. According to the system model, the identification and analysis work was conducted and risk factors of two periods and four classifications were found.In the research of landslide risk evaluation method and strategy of construction, following the principle of SMARTER and symbolic coding method, an assessment system of landslide within the whole periods and factors was constructed, and the advanced selection and weight definition were accomplished by questionnaire survey. Then, two types of mathematic function correspondingly calculating the comprehensive landslide risk and factor risk indices in each period were established. With the different risk indices, the landslide overall strategies determined by periodical comprehensive risk indices and the specific measures by periodical factor risk indices. Finally, an empirical study of a mountain construction project of our military were conducted where the evaluation and analysis of comprehensive risk with its overall strategy and factor risk with its specific measure in two periods were included. The results turned out that the landslide risk assessment method and strategy can provide a sort of reference in landslide risk management and strategy decisions.
