The paper is based on the observed daily flow data of different hydrological stations from 1987 to 2011 in Inner Mongolia section of main stream of Yellow River. The study was established in the main stream of Yellow River by using the water balance principle and Muskingum method, which analyzed the flow propagation and the water balance in the smooth flow period of the river. The different evolution model was established, at the same time, the rationality and validity of these models was validated. This paper results show the flow propagation and water balance in Inner Mongolia section of main stream of Yellow River and enrich the theoretical study in this section.The flow propagation time at different periods and different flow level was work up based on the observed daily flow data of 4 hydrological stations 25 years in Inner Mongolia section of main stream of Yellow River by using the method of grey correlation analysis. On this basis, this paper analyzed the evolution rule between the different sections in the smooth flow period of this part, and established the evolution model of different periods and different flow level by using different simulation methods. The analysis results show the simulation of flow propagation was consistent with the observed series and the prediction of simulation reached 79% of class a,21% of class b accuracy, which confirmed the rationality and validity of the model. But comprehensively considering various factors, the evolution model of minimum sum of squares relative deviation about different flow level was higher accuracy, easier operation and smaller less workload and human error than others.With the principle of water balance, the water balance was analyzed between each section in Inner Mongolia reach of main stream of Yellow River. The analysis results show the research of river basin water was roughly in balance nearly 25 years. According to the analysis of the data, the leakage is 3%, withdrawals is 10% and evaporation is 0.9% in total expenditure items, rainfall is 0.2% in income items. Rainfall and evaporation capacity was almost impossible to flat, which explained the river basin was located in the arid areas, low rainfall and big evaporation capacity, less rainfall was difficult to make up the rest spending items other than the evaporation.
